>> yes. >> 30s. >> that's where fall is. we may get that cooler air as we head to the weekend. until then temperatures will struggle to get to the mid to upper 70s with showers and a couple of storms. southeast winds 10 to 15. patranya bhoolsuwan, that has to cause problems with wet roads. >> it is still early so not too many cars outside but it will pick up. so you want to leave the house a little earlier this morning. no incidents or accidents that we are seeing right now. some construction to watch for as you head out there. on 66 light traffic. just watch for road spray and make sure the windshield wipers are going as you leave this morning. wet road from duke to the pentagon and no accidents reported here. as we head over to maryland, same story. take time to get to work this morning. from 109, no problems out to the beltway. we will end up at new york avenue. no problems here either.

smooth sailing for drivers in dc. andrea, back to you. a new report finds that nearly half of the guns which cross state lines and were used in crimes in 2009 were sold in just ten states. 49% of those guns were sold in virginia, georgia, florida, texas, indiana, ohio, pennsylvania, north carolina, california or arizona. those states accounted for nearly 28,000 guns connected to crimes in other states. the report was conducted by the mayors against illegal guns. the group is an association of 500 mayors led by new york's michael bloomberg and boston's thomas ma nino. a woman is struck by a hit and run driver in silver spring. police say they don't know if the woman was walking along the road or trying to cross carroll avenue. police say the driver hit the woman on the right side of the

car, breaking off the side mirror. residents say in this densely populated area near an elementary school, drivers go well over the 25-mile an hour speed limit. >> very dangerous corner. hard not to hit anyone. >> they hope the broken side mirror will lead them to the make and model of the the car. rhee appeared on "meet the press" on sunday and gave her first comments since meeting in private with vincent gray. >> public schools are dramatically better. >> the important thing to realize is education reform can continue in dc regardless of whether i am there or not. it can continue as long as the leadership is willing to make the incredibly tough decisions we have made. >> reporter: education

secretary arne duncan was on the panel and gave mayor fenty the highest grade for his education reform efforts in the district. >> by any measure, the public schools in dc are dramatically better today than when they started. i stood with mayor fenty multiple times. fenty asked for an endorsement as he tried and failed to fight off the challenge in the democratic primary. he never received the endorsement. he said he couldn't campaign in every local race although he would show up for some national campaigns. the white house and democratic leaders in congress say they won't find a way to extend middle-class tax cuts after the november elections. they have been unable to secure gop backing before lawmakers break to campaign. president obama's top political aide believes that pressure will build among the american people to get it done.

the moratorium on building in the west bank expired on sunday. new israeli settlers wasted no time beginning construction. the change may prove to be a major stumbling block in the peace negotiations between israelis and palestinians. >> reporter: the obama administration is racing to keep the middle east peace talks alive. >> we're at a pivotal junction in that region. it is important for israel and the palestinians. and we think it is essential they keep on moving forward. >> reporter: israeli settlers cheered on sunday as the ten- month freeze on construction in the settlement came to an end. crews didn't waste time getting to work, pouring the foundation of a new building but palestinian leaders threatened to walk away from negotiations if construction resumes. abbas hasn't yet carried out the threat but said there is only one choice, either the

settlement or peace. over the weekend, secretary of state hillary clinton tried to help forge a last-minute deal. she spoke twice by phone on sunday to israeli prime minister benjamin netanyahu. netanyahu imposed the moratorium last november to try to get palestinians back to the bargaining table. he says he wants to continue negotiations but rejected calls by president obama and palestinian leaders to extend the ban. palestinians insist that construction makes it impossible for them to create a viable independent state. >> palestinians have to choose between sitting down and talking peace with us and turning their backs on us and missing another historic opportunity to reach peace. >> reporter: abbas plans to take the issue to a meeting of arab states next week. tara mergener, cbs news, washington. some 300,000 israelis live in the west bank settlement scattered among .5 million palestinians. a georgia pastor is vowing

efforts to keep children and teens from experimenting with drugs. the group insists legal drugs pose the greatest dangers to kids because they are the earliest drugs used. researchers are trying to get the word out about a potential treatment for a disease. and clinical trials are underway for the treatment. >> reporter: 62-year-old steven brooks has battled prostate cancer twice. the first time he was treated with radiation but when it came back he enrolled in a clinical trial using a new treatment. he credits the lower psa, the number used to measure the presence of prostate cancer to high intensity focused ultrasound. >> it is more accurate 0 to deliver it to specific areas.

>> it has fewer side effects than standard treatments like surgery and radiation. clinical trials right now are for patients whose prostate cancer has returned but if it gets fda approval it could be used as a first line treatment. brook says he wants to be an example for other african- american men since they are more likely to develop prostate cancer and die from it. >> if you don't take these tests what chance do you have? when you feel the pain it is too late. >> reporter: it is already approved for use in many parts of the world including canada and mexico. getting enough magnesium in your diet could lower your chances of developing diabetes. researchers found those who consumed most magnes excuse me were half as likely to develop

welcome back to 9 news now. today maryland's first casino will open. it was 1500 slot machines and will open off 95 outside of baltimore. the casino got the approval 0 of the lottery commission to open early but the grand opening is scheduled for thursday. virginia governor mcdonnell says there will be no confederate history month next year. the governor was widely criticized when the declared last april confederate history month. the governor has apologized and is now declared april 2011 civil war in virginia month. in prince georges county, officials are saying yes to $115 million in stimulus funds to give people who live there faster internet. the federal grant will help

tires and contains some potentially toxic materials such as lead and arsenic. the concern about this dates back to 2007 when a number of aging fields in new jersey and new york were taken out of commission because of the presence of lead. since then, the consumer product safety commission has determined that young children are not at risk from exposure to lead on these fields. but that has not put an end to the questions. in montgomery county, fields have been installed at three schools, most recently walter johnson in bethesda. this week, the western montgomery county citizens advisory board asked the county to investigate the safety, health, environmental and financial impacts of artificial turf, with a careful review of any new scientific information. in the meantime, there are no plans to limit play on turf fields like this one. in fact, there are rec councils and some schools in the county that are lining up to get
